I've disagreed with much of Fukuyama's writing in the past- but this is certainly a good essay. If you don't think he's conceding that the neo-con game is up- and that the US will have to use other methods to maintain its hegemony- then you must be reading something else.
He is wrong of course to talk of the neo-conservative 'idealistic agenda'. Their idealism was a sham-how many neo-conservatives have agititated for 'regime change' in Zimbabwe?
